- 過去に坂東市木造住宅耐震診断士派遣事業実施要綱に基づく耐震診断を受けていないもの
- り災証明の建築物の被害度区分において、半壊・大規模半壊・全壊と判定されていないもの
- 所有者及びその世帯員に市税等を完納していない者がいないもの
