- 申請時点で40歳以下（昭和61年4月2日以降生まれ）
- 大学等卒業後、県外において就業実績がある者
- 申請時点で県外に居住し、県内で就業していない者
- 令和9年10月31日までに県内に居住かつ正規雇用として就業または創業し、その後5年間以上継続予定の者
