- 市内に本社もしくは本店を有する建設業許可業者が施工する住宅
- 居住の用に供する部分の床面積が70平方メートル以上
- 工事請負契約または売買契約の締結日が令和8年4月1日以後
- 住宅施策区域内に建設された住宅
- 市税を滞納していないこと
- 暴力団員でないこと
